The mission of the Housing Authority of the County of Armstrong (HACA) is to provide decent, safe and affordable housing to the lower-income citizens of Armstrong County, without discrimination, and to do so with compassion and empathy. We are committed to operating in a professional, ethical and fiscally responsible manner.
